How do we tell someone to work? They usually don't do anything when told to work! That is the normal thing that happens. People only work when they see for themsleves the gravity of the necessity to work, or either they are immersed in a situation where to survive they have to work.
Or unless they are very interested in working, they will see using their consciousness that they need to work in that area and then they can go about it by virtue of their understanding. But this is the more rare of the cases.
