If we offend someone who does not take offence and we say sorry and they pardon us even if they didn't feel hurt, there is no karma or no backlash consequences for us. That is no karmic debt to be paid.
This can happen when people we offend don't have the ego in that direction or don't have an ego there to feel offended.

It is different when we offend others who do get hurt. We have to repair something so to end the karmic account of transactions with the person related to that event.
There is also the case when we do something that is all ok, all normal (like speak the truth) and others take offence because their psychology is too egoic or unbalanced. Then there are no karmic consequences for us if they suffer. The minor karmic consequences may be that they get upset with us but because we haven't done anything wrong in the esoteric or greater sense, we will be ok with that until it passes.
