This mantra is basically to develop clairaudience.

From “Logos Mantra Theurgy”, Chapter 9.
“Clairaudience is the
occult ear and it is developed with the mantras JESUSE, VAUSE, which are
vocalised as follows:
JJJJJEEEEEEEUUUUUUUSSSSSSSEEEEEEE...
VVVVAAAAAAAAUUUUUUUSSSSSSSEEEEEEE...
As noted, the vocalization
should be prolonged in the letters repeated above.
Submerged in deep
meditation, the student will vocalize trying to doze off. When you have managed
to fall doze off, you will strive listen to the voice of friends who are
distant; Thus awakens the inner ear.”
