When it comes to helping people with charity it is better to say 'yes' and help all the way or simply say 'no'!
Saying 'yes' with conditions, such as 'meet me half way' ends up being cruel when it comes to people who have so very little.
The conditional 'yes' often doesn't work out. Those who need help make an effort but because of lacking in resources they can't meet you half way and their effort is wasted and they don't receive the help.
Then the hopeless cycle turns again.
